On Public Supervision Of Food Safety Crisis Management

Food security relationship between the people’s health and life safety, and also relates to the healthy development of national economy and social harmony and stability, is related to the image on the ability of government’s public service and market supervising. At present our country’s food safety conditions had improved, the overall trend is good. But with the improvement of people’s life quality and the continuous development of food industry, food safety problems in our country are still in the high risks and prominent contradictions. In August 2013 by the Shanghai jiaotong university public opinion research laboratory, editor in chief of the Chinese social public opinion and crisis management report (2013), food safety incidents in the first public opinion event type.In recent years the Internet widely used, the media supervision by public opinion supervision play more and more role in the food safety crisis. Among the numerous media, the network has gradually replaced the TV as the bibcock of mass communication media. However, the openness, anonymity and convenience of the network also make network supervision by public opinion the more disorder and unable to control. So, there are so many questions on what degree the supervision by public opinion in the food safety events have played an important role in, what responsibility should bear in the process of transmission report, what problem appeared in the process of supervision, whether all the-reports are true, if there is suspected of hype, how to identify the information of the true and false for us, and how to avoid and cope with these problems, how to make good use of public power to safeguard food security, and how to create a healthy safe food environment in the process of doing their own responsibility, all those problems are worth us to chew.This thesis mainly uses the case analysis and SWOT analysis these two kinds of research methods to explore the public supervision of the food safety crisis in our country. The first hot issues of 2013 "Fonterra poisonous milk powder" was setted as an example to analysis and study public supervision, then apply the method of SWOT to analyze the strengths, weaknesses, opportunities and challenges of the event of "Fonterra poisonous milk powder" and put forward the improvement measures to prevent and improve public supervision of Chinese food safety crisis.In this thesis, the structure is divided into four parts:The first part is an introduction; The second part is to elucidate the content of the food safety crisis of public supervision; The third part is the analysis of relevant data, mainly related to food safety crisis public supervision of time, regional distribution, the first exposure media types, intervention time those five aspects; The fourth part is "Fonterra poisonous milk powder" incident description and through the case of public supervision of strengths, weaknesses, opportunities and challenges; The fifth part is expounded in detail how to further improve the food safety crisis of supervision by public opinion, the government should support public supervision of the food safety crisis and The traditional media and new media should be effective cooperation.The innovation of this thesis is mainly embodied in the research perspective of novelty and innovation of the research content, abandon the past blindly sums up the achievements of food security crisis supervision aspect, but by specific events using the method of SWOT analysis to expbre summarizes the achievements of our country’s food safety crisis public supervision and the insufficiency, content is rich and colorful, especially the second part of the content of this paper is complemented by a related data analysis.
