Research On Network Governance Of Food Safety In China

Food safety is a major livelihood issue and an important issue on the economy and the society,the effectiveness of food safety governance is directly related to people's security of life and health,the credibility of the government in power and the hannonious development of economy and society.In recent years,in order to improve the ability of food safety governance,China has carried out a series of exploration and practice of institutional reform and regulatory model transformation,but the higher rate of food sampling qualifications has not meant the fewer food safety problems.Repeated food safety problems show that the simple administrative system reform has failed to really change the status quo of food safety governance and improve the effectiveness of food safety governance.Only by exploring the deep-seated causes of food safety incidents,can we prescribe the right medicine and get rid of the disease.In food safety governance,infant milk powder safety has long been a concern.Taking the most sensitive infant formula milk powder as an example,this paper analyzed the problems existing in the governance of infant food safety in China and the causes of the problems.Based on the theory of network governance,this paper puts forward the countermeasures to realize the network governance model of food safety in China,and tries to provide reference for changing the current situation and improving the efficiency of food safety governance in China through this study.Food safety supervision under the traditional bureaucracy system is weak in dealing with the increasingly complex and risky food safety problems due to the simplification of subject composition and management.In order to completely change the current situation of food safety governance in China,we must change the traditional single administrative mode of food safety supervision.This paper finds that there are some problems in food safety management in China,such as poor management of enterprises,failure of local government supervision and weakness of social supervision,but these are superficial reason for problems in food safety management,the root causes of these problems are self-interest of "economic man",asymmetric information,lack of trust environment,regulatory fragmentation and single participant.Network governance of food safety is an effective substitute for the traditional food safety supervision mode,which can effectively promote information sharing and resource integration,strengthen benefit synergy and complementary advantages by building governance network and cooperative governance mechanism among multiple subjects such as market,government and society,so as to enhance the effectiveness of food safety governance in China.Under the framework of network governance,this paper tries to "weave" the multiple participants with their own unique advantages related to food safety governance into the same governance network,reset their roles and position their functions,so as to realize the construction of multi-participant governance network from the structural level.On this basis,it puts forward the network governance mechanism at the action level,including the trust mechanism of benefit synergy and system guarantee,the communication mechanism of transparent information.The aim is to change the mode of food safety governance in China through the double optimization of structure and action,and then to improve the efficiency of food safety governance in China.
