A Study Of German Official Development Assistance To Asia After Cold War

Official Development Assistance (ODA) appeared in the middle and late 19th century. It came from humanitarian aid, and boomed after World War Ⅱ. After World War II, many countries are confronted with the same problem about how to conduct post-war reconstruction, ODA can provide capital and technology to support for the benefit countries, so it was greatly received by countries, then ODA began to flourish.German ODA can be traced back to post-WW Ⅱ. Many years elapsed, now it is chaired and hosted by BMZ, GTZ and KFW are accountable for specific assistance plans and systems. Germany fulfills international responsibility and dedicates itself into improving economic interests and political influence by ODA. Currently, the benefit countries of German ODA cover mainly African area and Asian area.At present, domestic studies focus less on German ODA in Asia. This study will focus on this field. First, defintions of ODA as well as the evolution process of German ODA will be introduced. Second, this study introduces basic circumstances of ODA from 90s to the previous years of 21th, simultaneously, the change of German ODA in Asia is referred. Third, the stressing point is the factors for German ODA to Asia after Cold War, It will be involved with humanitarian, economic interests and political factors. Lastly, Article will focus on analysis for results and insufficient of German ODA in Asia.After the 1990’s, Germany began to pay more attention to ODA in Asia. Confronted with downward pressure of domestic economic situation. Cole, German Premier Minister in his duration time, found tremendous potential and opportunities in Asia. He began to attach much importance to the cooperation with Asian countries. In July 1993, 《Programme for German Development Assistance in Asia》 was published by BMZ, it reflected the attention to Asian countries, especially "dynamic Asian Countries". In the 21st century, Germany provides more and more assistance for Asian area, some new changes and traits appeared at the same time. 《New Asia Policy in 2015》 by BMZ summerized the past performance of German ODA and formulated the future direction of development of German ODA in Asia.For donor country, On one hand, the motivation of German ODA is out of the humanitarian assistance, which demonstrates the international obligations and acquires international reputations as a major power. On the other hand, German ODA focuses on economic and political interests. For the benefit countries. ODA can promote Asian national economic development as well as improve quality of people’s life. The mutually beneficial and win-win pattern is bound to promote the formation and development of ODA. In view of implementation of German ODA in Asia at current stage, German acquires some achievements in conducting aid for Asia. Howerver, there is some space for improvement in the ODA process.
