Since 2003 the Ministry of Education started in 22 colleges and universities to expand enrollment with full autonomy since the entrance examination system has been implemented for 12 years,12 years of practice has accumulated valuable experience, but also exposed some problems, given rise to controversy. The right to self-enrollment in the absence of laws and regulations and relevant judicial restraint and supervision procedures are too spread, to some extent severely limits the rights of candidates who school choice. Problems arising in the course of self-enrollment began to make us reflect on our colleges and universities in the admissions process too much emphasis on the candidates should assume the obligations, while ignoring the role of proper enrollment procedures. Higher education is a very important public authority, it is necessary to expand the regulation and constraints. In addition, in relation to an assignment of higher education and civil rights education resources protection by law, administrative law can provide a wealth of theory explanation. In view of this, the paper intends to expand the use of administrative law theories Discussion on college admissions conduct regulation. The full text is divided into four parts:The first part is to introduce self-enrollment system and the main content of the current system implementation in China.
