With the development of our country's economy and society,the issue of educational equality has attracted more and more attention from the state,society,schools and students' parents.In order to balance educational resources and maintain educational fairness,the state has implemented the policy of “Enrollment by areas” since 2015.Harbin,as one of the first major cities to implement the policy,has achieved good results in solving the problems of uneven distribution of educational resources and unreasonable division of school layout in the stage of compulsory education.However,due to historical factors,policy implementation and other reasons,some students have not fully achieved the goal of receiving quality and fair education.This paper comprehensively and accurately finds the problems in the implementation of the “Enrollment by areas” policy by using survey research,comparative analysis and other research methods,and analyzes the causes behind the problems from the aspects of resource allocation,profit driving and implementation and supervision of the policy.In the end,it puts forward some specific opinions and suggestions to solve the problems in the implementation of the “Enrollment by areas” policy in Harbin.
