Study On Problems And Countermeasures Of Nearby Enrollment Policy For Compulsory Education In Beijing City

The quality of compulsory education plays an important role in the healthy growth of hundreds of millions of children,the development of the country,the future of the nation and the well-being of the people.In his report to the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping made it clear that,,quality-oriented education should be developed,equity in education should be promoted,in order that "children are provided with cultivation","students are provided with education" and every child could enjoy a fair and quality education.Since 70 years ago when the People’s Republic of China was founded,especially since the reform and opening up,China’s compulsory education has made remarkable achievements.However,under the guidance of the "key schools" policy in the early period,the problem of school choice caused by the imbalance of educational resources began to become prominent and one of the most dissatisfied social problems.As the capital of China,performing the strategic positioning and service function of the "four centers",Beijing City has a population of large base,wide sources and strong mobility,scarce quality education resources and unbalanced development,and endless social problems caused by school choice.In this paper,the influencing factors of school choice in Beijing shall be analyzed on the basis of domestic and foreign studies on school choice and enrollment policies as follows: main factors promoting the policy of "nearby enrollment" in compulsory education;way and strategy of policy introduction promoted by local government,students’ parents,experts and scholars and other policy stakeholders respectively,behind the change of enrollment policy;effect of the current policy of nearby enrollment in Beijing;and improvement the policy of "nearby enrollment".In the paper,first of all,the development history of the enrollment policy of compulsory education in Beijing since the reform and opening up is sorted out,with the evolution law and core elements of enrollment policy analyzed.Then based on the multi-source model,dynamic mode of the change of the enrollment policy in compulsory education is explained from three aspects: origin of the problem stream,reconsideration of the policy stream and promotion of the political stream.Combined with questionnaire and interview,the current status of the implementation of the nearby enrollment policy in Beijing is investigated to probe into the existing problems and causes in the implementation of the policy.Finally,in view of implementation of the policy,environment and effect,the ideas and countermeasures for the optimization of the policy are put forward to provide a certain research support for the improvement and innovation of the policy of compulsory education in Beijing in the future.It is hoped that the demonstration and radiation effect of Beijing would provide reference for the reform of national basic education and make some attempts and efforts to promote the education balance and equity in the compulsory education stage.
