The Effects,Problems And Countermeasure Of Expanding Power And Strengthening County Reform In Gongzhulin

With the rapid development of market economy and the coutinously upgrade of the county comprehensive strength, the existing administrative system is no longer meet the development needs of the society and county economy, Drawbacks of the system is gradually revealed. This become a bottleneck hindering its development. In order to solve this problem, Zhejiang Province has four times expanding power and stengthening county(EPSC) reform in decades ago and it achieved remarkable success. Then,EPSC reform spread to the whole country, Hunan, Sichuan, Jiangsu, Jilin and other places have implemented. Jilin Provincial Party comittee and Provincial government decide that Gongzhuling City and Meihekou City become the first batch of pilot counties of EPSC reform in 2013,and the pilot couties enjoy the treatment of prefecture-level city.This paper discusses about the effects,problems and countermeasure of EPSC reform in Gongzhuling. It investgates and analysis of Gongzhuling EPSC reform. Through the real data and examples to study the necessity of the province managing county and the existing problems in the process of the change of the province managing county. It has systematic study on the basis of a wide range of materials and survey analysis of the Gongzhuling city to find out the status of Gongzhuling, the exposed problems and put forward countermeasures and suggestions. Text is divided into five chapters in the structure. The first chapter is the introduction, mainly is the research background, the significance and the research present situation, the research method and the core concept limits. The second chapter is the general situation of Gongzhuling, the main content and effect of EPSC reform. Including: General situation of Gongzhuling City; discusses about the main contents of the reform from the party, government and the different levels of government. The third chapter is the exsiting problems and reasons of EPSC reform in Gongzhuling city. Including: The problems such as the decentralization policy is not implemented thoroughly, development capacity of government needs to be improved, Vertical sector positioning fuzzy and other issues;The fourth chapter is the countermeasures to strengthen the EPSC and to promote the development of county economy. The last part is the conclusion.
