Erdos is a typical resource-based city in west Inner Mongolia Autonomous Region. These are the cities whose rise and development rely on exploitation and processing of local minerals, forests and other natural resources, a special group emerged during the urban development. Resource-based cities occupy a certain proportion of the total number of Chinese cities, which have made significant contributions to the regional and national economic development in a particular historical period, even today, still are playing an important role in promoting economic and social development. However, most of the resource-based cities began to appear economic development logging, leading industry recession, increased unemployment, more social unrest, serious ecological damage to the environment and many other issues. The emergence of these contradictions and problems, had a direct impact on the regional and national social stability and economic development, also caused wide concern of the government and the community, thus the transformation development become an irreversible trend. In the resolution process of the transformation development of resource-based cities, the government as the leader and participants, has an inescapable responsibility and irreplaceable role.In this paper, the government behaviors in the transformation development stage of Erdos City were studied. The paper described the details of theories and related concepts of the transformation development of resource-based city, defined the connotation of government action, and analyzed the necessity of government action in the transformation development stage of resource-based city and the specialty of transformation development of Erdos city. On this basis, returned and carried out the empirical study on the government action in the transformation development of the Erdos City, using a case study approach to comparatively analyzed the government action in the transformation development the of domestic and international resource-based cities, in the end conducted path exploration for the government action in the transformation development of the Erdos City. This article combines general analysis and practical experience summary of the research object, which may provide certain reference to the most resource-based cities.
