Research On The Problem Of Regime Construction At The Early Period Of Peaceful Liberation Of Peking City

The regime construction is the central content of governance by the Chinese Communist Party and the construction of modern state governance system. The study on Peking regime construction is significant for exploring the ruling state and dealing with politics by Communist Party of China in early period as well as the ruling ability and governing laws of Communist Party. Moreover,summarizing the regime construction experience has theoretical significance to enrich and develop the construction theory of the Chinese Communist party. The object of this research is Peking regime construction, the time for the early period of peaceful liberation of Peking City.My paper adapts the means of combining theory with practice and the method of literature analysis. On the basis of reference to a large number of relevant literature, my paper systematically describes the Peking regime construction.My paper is divided into six parts: the first part is the introduction, expounding mainly from the four aspect of the topic Basis, research status, research methods and innovations; The second part is about the historical background of the Peking regime construction, expounding mainly from the three aspect of the shifting of the gravity of Chinese Communist Party’s work center, the situation of old regime of Peking city, the peace liberation and taking over of Peking city; The third part is about the theory of Peking regime construction, mainly about Marxist theory concerning the regime and the Communist Party of China about the construction of the new democratic regime theory; The fourth part is about the establishment of Beijing Municipal People’s government, breaking the agencies of the Kuomintang government and the league of party, the system under martial law, the establishment of the people’s power system, the initial establishment of democratic system;The fifth part is about the consolidation of Beijing Municipal People’s government. The contents include strengthening the leadership of the party in power, laying the foundation of the masses in the regime, perfecting the construction of the organization and cadres of political power, stabilizing the social environment of the regime, implementing of democratic system and strengthening the material basis of political power; The sixth part is about the experience and enlightenment of Peking City People’s political power construction, mainly summarizing the following points: handling with the relationship between the party and the government in power construction, obtaining the support of the people in power construction, combining political power construction with the economic, cultural and social construction, adhering to the principle of democracy and democratic system in political power construction.
