As a category of products and a part of quasi-public products, farmers’ quality education is apparently competitive and exclusive in terms of consumption, playing an important role in public services. It is helpful for pointing out new directions for government sectors to provide better public services by analyzing current situation of farmers’ qualities to find out existing problems and put forward countermeasures for improving farmers’ qualities.Aiming at qualities of farmers in Muling, this paper introduces current situation of farmers’ qualities in Muling, points out problems with their qualities, analyzes corresponding causes and proposing pertinent countermeasures for improving their qualities based on a survey on qualities of farmers in Muling.This paper is divided into six parts as follows. In Part 1, an introduction is made to research objectives, significance, foreign and domestic research status, research content and methods. Part 2 is about theoretical foundations for research on farmers’ qualities. In this part, connotations of farmers and their qualities are introduced at first. Next, theories of human capital, systems, education and public cultural services are described in detail. In Part 3, current qualities of Muling farmers are described through a sample questionnaire survey from the perspective of cultures, technologies, psychology, morals, health and laws that may directly impact farmers’ income, rural construction and agriculture. Part 4 firstly analyzes problems with qualities of farmers in Muling and analyzes major causes of their low qualities, particularly concerning urban-rural dual structure, economy, cultures and education. Problems with Muling farmers’ qualities are analyzed, so that people may have a more profound understanding that new socialist countrysides won’t be smoothly constructed unless farmers’ qualities are improved. In Part 5, advanced experiences of countries such as Korea and America are illustrated in detail. Domestically, situation of Zhejiang, Chongqing and Jilin and so on is classified and summarized in detail. At last, domestic and foreign domestic experiences that may be used for references by Muling are summed up. Part 6 is about ideas and measures for improving farmers’ qualities. Approaches to improving farmers’ qualities of Muling are illustrated and three major approaches are put forward. First of all, dominant roles of government shall be brought into play to develop multi-level education and improve farmers’ cultural qualities. Education of world outlook, outlook on life and values is reinforced to improve ideological and ethical qualities. Labor skills of advantageous and characteristic industries are promoted to improve skills. Education about health knowledge is implemented to improve physical qualities and activities shall be carried out to popularize laws, in order to improve legal qualities. Next, social forces shall be encouraged to participate in the activities. Finally, farmers’ enthusiasm about peasants shall be mobilized. For this purpose, it is necessary to expand channels, increase techniques and give play to farmers’ subjective initiatives. Efforts shall be made to emancipate farmers’ minds and transform their ideas, in order that their thinking may accommodate changing laws of rural development. Exemplary and leading roles shall be played facilitate construction of new villages.
