At the moment, because of the social system, legal environment and the limitation of the law discordant with the mass dispute characteristic, makes even if the mass dispute Sue to the court, the courts expense of a large number of manpower, financial and material resources, also often can not get the result that is satisfactory to both parties of litigation, sometimes even may produce a chain reaction, thus affecting the whole social harmony and stability. But the mediation mechanism as a way of outside litigation dispute resolution, because of its features such as autonomy, flexibility, has unique advantages in solving the group dispute. The people’s conciliation is an indispensable part of in the mediation mechanism, compared with other mediation mechanism,it has grass-roots level, close to the people’s characteristics, can grasp the dynamics of group disputes in the first time, and to participate in the mass dispute resolution process as soon as possible to control group disputes,As a result,it can avoid conflicts intensified, and prevent more serious social consequences. However, at the present our country in legislation and judicial practice for the mass dispute people’s mediation mechanism both have obvious shortage in attention and dedication, as a result, the process of solving the group dispute people’s mediation mechanism is limited. Therefore, the author thinks that to establish a perfect mass people’s dispute mediation mechanism to solve mass disputes effectively, to safeguard social stability.In this paper, the author based on the analysis of comparative advantage of the mass dispute people’s mediation mechanism, in view of the people’s mediation mechanism’s current troubles, then, from the aspects of legislation and practice to put forward concrete Suggestions of perfecting our country’s people’s mass dispute mediation mechanism, hope to take this call for building a more perfect mass dispute people’s mediation mechanism to prevention, control, solve mass disputes effectively, so as to safeguard the stability of society,and lay the solid foundation for realize of the objective of building a harmonious socialist society.
