Research On The Management Of Prisoners By Z Prison Police

With the continuous deepening of governing the country by law in our country, the management level of the prison and the prison police’s law enforcement level have been put forward higher requirements. But at present, there was only one Prison Law and some local prison administration rules and regulations can be used as the reference, and there was no unified and detailed operation procedure for law enforcement. This had resulted in large differences between the prison management level and the level of law enforcement.Currently, domestic scholars had conducted a more in-depth theoretical research and academic research on prison management, but most of researchers were focus on system and common problems which were not operational and targeted. The author proceeded from his own work, and took Z prison as an example, through the guidance of the instructor, applying the knowledge learned in the public management courses to reveal the existing problems, analyzed reasons and studied countermeasures. Based on these ideas, he found that in Z prison, the job enthusiasm of police was not high after interviewing the leadership of all functional departments and experienced police, and other problems such as old management style, slack law enforcement and weak striking force. Then through analysis it found that the reason of these problems was police treatment was low and lack of incentive mechanism, the grass-roots prison police lack of training learning and communication, lack of law enforcement practices, rules and regulations execution supervision was not in place and so on. Then from the team and management of the prison police, prison police ability quality upgrade, management of offenders, commutation, parole, temporary execution of sentence outside prison punishment execution work of operation proposed relatively in line with the objective reality and the characteristics of the times of the improved scheme. I hope this paper will be helpful to improve prison management and prison police law enforcement level and make a contribution for the loving judicial and administrative profession.
