Research On Cadre Management Service Of Self - Employed Army

More than100,000demobilized military cadres have chosen self employment since our country published and put into practice it in2001. The task of administration and service is tremendous. Each manages and service department searched bravely and achieved in system and institution building. However, there are still many problems. I had been working in Career PLA and Cadre management service for a few years. So I analyzed the problems combining with the theory of public management. I offered a proposal to solving these problems after deeply studying.According to reviewing the history of the resettlement of demobilized army cadres, this paper analyzed that the self employment of demobilized military cadres management services in the resettlement policy is not perfect, functional management services is weak, the modern information technology is devoid. It also analyzed the gap between the expect and the reality in their self employment. This paper summarized the reasons of unbalance between the policy construction and social economic development, the lack of effective assessment, the impotence of manages service and lack of support. Using the public policy, service type government and E-government, based on the research findings about the placement of retired officers, the paper proposed some improvement policies in how to build a service-oriented management services, strengthen the construction and application of E-government, develop effective transition assistance program. It gives some ideas in the government purchase services and the involvement of social organizations in order to improve the level of management service in self employment of demobilized military cadres.
