Explore The Grass-roots Petition Work Under The View Of Rural Governance

Under the traditional perspective, from the perspective of the right to rule or toanalyze farmers ’rights to petition the problem and understand the situation of thefarmers petitioning for farmers’ rights consciousness is a necessary requirement tostrengthen villagers’ autonomy, requiring local governments to limit the authority ofgovernance. However, after the tax reform, rural governance resources has changeddramatically, but also led to the weakening of state authority and the weakening oftownship governance capacity in rural society. The weakening of rural governance, ruralgovernance environment changes, the rural governance subjects and lack ofinteraction with the farmers, the rural governance resources shortage in ruralgovernance having a heart but no strength and other factors, caused the high quantity,the letters and visits system difficult to work, the content of the rationality ofevaluation mechanism is difficult to distinguish, alienation of grass-roots petition theproblem. In this regard, on the one hand, puts forwards constructive suggestions frompromoting the construction of judicial system and improve the working mechanism ofmacro political level, on the other hand, the implementation of classificationmanagement and strengthening the grass-roots power, grass-roots practice themeasures to improve the grass-roots petition mechanism. The so-called "categorymanagement", through the many farmers petition cases analyzed and summarized,farmers petitioning classified into four categories: type of petition interest demands,disputes type of petition, the petitioners came to light type, type of non-governancepetition and to propose appropriate treatment suggestions for each type of petitions.
