Project Hope, as an important force in the education history of helping the poor in China, gives the countless dropouts a chance to regain the right of education, awakes the consciousness of the whole society to pay attention to the basic education in poverty-stricken areas, carries forward the Chinese traditional virtues-helping the poor out, and promote the development process of education equity in Chin’s poor areas. In recent years, the Internet new media, mobile new media, digital new media have developed rapidly, which creates a new development patterns in China’s public welfare undertakings in the new period and situation, meanwhile realizes the combination of new media and welfare undertakings. Therefore, a new development path of China’s public welfare undertakings has been opened up, which characterized by low cost, high transparency, high speed and wide participation. At present, Project Hope has developed over 20 years, which, on the one hand, emerges continuously its own contradictions and dilemmas; on the other hand, faces many opportunities and challenges brought by new concept, model and value about public welfare undertakings produced by new media age. Faced with the double pressures from itself and new media, Project Hope has to be brave in innovation, reconstruct itself with other forces, transform and upgrade itself, update its public welfare undertakings concept, innovate the programs and optimize resources in welfare undertakings, service to build a well-off society in an all-round way, and lead a new creative development of China’s public welfare undertakings.From a macro perspective, the paper, based on the basic situation of Project Hope over twenty years, briefly introduces its birth, implement objects, working principles and organization frameworks, etc. China Youth Development Foundation, as a sponsoring organization and specific implementing agency, has experienced four development stages:organization establishment and program startup stage, organization growth and gradually perfection of the management system stage, its adjustment and transformation stage, its improvement and upgrade stage. By continuous trial and error, Project Hope has summed up a set of new models helping poor students with Chinese characteristics, which plays a very important practical role in strengthening the correct understanding of poverty, promoting education fairness, driving the economic development of poor areas, preventing poverty in intergenerational transmission, promoting the construction of spiritual civilization, and opening new era in public welfare undertakings, etc.From the micro perspective, the paper analyzes the continuous problems and contradictions of Project Hope as follows:the diversity of resource allocation, the hysteresis of management pattern, the opaque of audit and supervision, the narrow range of assistance and participation, and the backwardness of work carrier, etc. There are some main reasons accounting for its developing dilemmas:the mode governed by powerful government prevents Project Hope innovating, the inherent problems in economic development bound Project Hope long-term development, the malady in Chinese traditional culture impedes promotion of its quality and the unreasonable mood affects its continuous work. The above negative factors cause Project Hope to solve its own dilemmas difficultly.
