A Discussion On The Dilemma And Outlet Of Financial Award And Compensation System In Village Public Welfare

Our country has always attached great importance to the issue of agriculture,countryside and farmers.Since the implementation of the financial award and compensation system in 2008,it has gone through ten years.The implementation of the system enriched the supply of rural public goods improved the rural infrastructure construction,strengthened the villagers' democratic deliberations and the ability to participate in political affairs,harmonious the relationship between cadres and the masses to cohesion and enthusiasm of the village organization.The system has achieved good results in the process of implementation,of course there are some shortcomings.What this paper will study is the difficulties existing in the operation of the system,which are manifested in the following aspects:difficulty in deliberating,difficulty in reporting,lack of management and protection of funds,and so on.The existence of these problems restricts a discussion on the financial award andcompensation system in the vast rural areas to play a better role.Based on the theory of public goods and public finance,taking M town of Inner Mongolia Autonomous region as an example,this paper analyzes the dilemma of the financial award and compensation system in operation by means of literature research cases,questionnaire survey and so on.And the causes of the problem are analyzed in detail.In addition,we should strengthen propaganda and guidance,give full play to the main role of the participants,do a good job in project planning and budgeting research,reduce the threshold of the financial award and compensation system,expand the channels of capital investment,and establish and improve the follow-up supervision and management mechanism of the project,and so on.The countermeasures are put forward in six aspects.
