The Research Of Co-governance Model For Quasi Public Welfare Undertakings

Recycling of waste products is one of the quasi public welfare undertakings.On one hand, it is provided with social beneficial characteristics. On the otherhand, it introduced market mechanism and became commercial. However, thisindustry still needs government support as it lacks profit space in operation. Inthe actual management, it is a problem that how to get the balance betweenpublic interests and management efficiency. This thesis discussed themanagement model for recycling of waste products as an example of the quasipublic welfare undertakings. It inquired into the construction of co-governancemodel, involving the government, main market players and social organizations,based on the analysis of existing circumstances and recycling managementmodel. Moreover, this thesis analyzed the evaluation index for co-governancemodel and the valuable reference to quasi public welfare undertakings. Through the analysis of current perspective, this thesis discussed thenecessity of co-governance. The government, main market players and socialorganizations in Shanghai have their own defects in management. Although thegovernment pays high attention to this industry, scattered small recyclingbusiness and loafing recyclers still bring difficulties to management. Besides,some social organizations and volunteers dedicated to recycling or publicwelfare undertakings are in the initial stage of development. Thus, thegovernment, main market players and social organizations need to cooperate inmanagement.Through the analysis of multi-center governance and cooperative gametheory as well as domestic and international cases, this thesis discussed thefeasibility of co-governance. Multi-central governance opens a new way for thegovernment, main market players and social organizations to participate in themanagement of recycling industry. However, it should not be a way of simplemulti-central governance, but co-governance. So this thesis at last pointed outthat the co-governance model for the quasi public welfare undertakings shouldbe led by the government, operated by main market players and participated bysocial organizations. The government, main market players and socialorganizations, respectively, occupy the advantage in the administrative authority,operation ability and self management ability. The government should focus onplanning guide and perfecting the laws and regulations system. Besides,establish appropriate incentive system through business licenses or project support to promote development as market players and social organizations areweak now. The market players should try hard to extend recycling network,expand the recycling mode, increase recycling investment and introducerecycling and processing technology so that to improve the utilization rate ofresource recycling and help to implement the government planning requirements.Social organizations on the one hand to assist in improving the governmentmanagement efficiency, strengthen the contact with the recycling enterprises onthe other hand.Through the analysis of co-governance model construction, this thesisdiscussed the relationship and the game of interests among the government,market players and social organizations based on the analysis of basic conditionsand peculiarity of co-governance. A game model between the government andmarket players is established in the analysis of appropriate economic incentivevalue in the game of economic interests. At last, evaluation index is put forwardto evaluate the effect of the model in order to get continuous improvement.
