In order to to improve the ineffective supervision condition in the grass-roots level, Academia explored a lot at this field. At the same time, Pingshan district in Shenzhen city creatively explores the means of comprehensive usage of the administrative advantages in political superiority, the supervision in the disciplinary inspection and the technology in the audit in the "Integrity with Three Parts" supervision system. Qianhai district in Shenzhen based on the scientific understanding of "Great Supervision", broke through the established separate supervision structure of disciplinary inspection and supervision, public security, procuratorial work, audit and supervision departments,and creatively set up the integrity of supervision system and operational mechanism of unified management, the authority in accordance with law, and supervision integrity. Besides, Yueyang city formed the good working pattern of cooperation by the“Integrity with Three Meetings”,namely the party’s style of the cultivation of clean government responsibility system and the leading cadre probity and self-discipline in party affairs work leading group meeting to form the linkage between the upper and lower,and to coordinate their conducts.However, We find that there still exist larger optimization space in administrative supervision by continuning collaborative supervision research and practice. The research of the optimization path of administrative supervision based on the Theory of Constraint is to study optimal path choice of administrative supervision coordination under the premise of recogning the constraint condition in administrative supervision coordination. And the resaerch is based on the logic of "problem-target" behavior choice. Utilizing the principle and method of the Theory of Constraints related in the Administrative Supervision Coordination is essential to specify the target of administrative supervision and improve the effect in coordinated supervision.Under the research principal of the mix of value rationality and instrumentalism, this paperidentified consciousness weaknessin coordinated supervision of the administrative supervision body, the low authority of the regulations and policies in the Administrative Supervision Collaboration, the lagnessof mechanism construction in Administrative Supervision Collaboration, the simple and backward methodsof the AdministrativeSupervision Collaboration in the perspective of the Theory of Constraints.In the end,the paper is finding solutions to improve the effect of the coordinated supervision in the way of distinguishing and cracking the main constraint, optimizing the integrated function,improving the institution environment and innovating the methods in Administrative Supervision Collaboration.
