Research On Information Management Of The Response To Emergencies Of Hefei Municipal Government

The number of national and global emergencies has accelerated rapidly in recent years. There is no lack of research literature about emergencies at present, but the work about information management of emergencies is not enough. However, information management is essential to emergencies, coupled with the influence of the big data environment, so intelligence work of emergencies is in a more important position now and therefore this article focuses on information management of emergencies of Hefei municipal government.This thesis mainly divides into five parts. First of all, the paper has an introduction to the related theoretical basis, including related domestic and abroad research status, the concepts of emergencies, information management and information management of emergencies. After sorting out relevant theoretical knowledge, there is a survey on some people from different districts in government who are all involved in emergency management once or more with the method of sampling survey. Then there is statistical analysis and factor analysis about the results of the questionnaire, and factor analysis is mainly for preparation for evaluation system construction. In order to further the understanding of information management of emergencies of Hefei municipal government, there are semi-structured interviews of the directors from the emergency office in Baohe and Zhengwu districts and further access to internal data. Secondly this article analyzes the deficiencies and problems in current information management of emergencies of Hefei municipal government on the basis of literature, resources from Hefei municipal government website, the results of the questionnaire survey and interviews. Those deficiencies includes the lack of specification management about information publishers, low level of standardization of information management of emergencies, absence of relevant legal norms, shortage of technology application and infrastructure, lack of information management professionals, passive management of network public opinion, lack of cooperation with non-governmental organizations, no database of typical cases of information management of emergencies and shortage of relevant intelligence evaluation system of emergencies. Lastly, based on questionnaire results and analysis, several optimization strategies are put forward, including strengthening participation of different information release channels and the standardization of information management of emergencies, establishing and perfecting relevant laws and regulations, reinforcing the construction of infrastructure and technology applications, cultivating talents of information management of emergencies, paying attention to the management of network public opinion, intensifying cooperation with non-governmental organizations, building a database of typical cases of information management of emergencies and the evaluation system of information management of emergencies. The last part of the article makes summary and prospect, to sum up the main conclusions and main work of the article, and meanwhile to point out the deficiencies in this research, also to put forward the direction and thinking for subsequent research.
