Research On The Construction Of Early Warning System Of Municipal Public Emergencies

With the rapid development of economy and society,higher demands has been presented on the government's management level and people's quality of life,the government has begun to pay more attention to the emergency management of public events.There were some factors such as transformation of administrative function of the government,people put more emphasis on emergency,advances in science and technology,are set the foundation for the public emergency early warning issue's emergency management,analysis and evaluation.The paper tries to build a conceptual framework like “the summary of the early warning theory—case analysis—comprehensive summarize—system construction ”to make a explanation.Firstly,to show the importance of public emergencies early warning in current society,the paper made a clearly definition about public emergencies and early warning.Then described the links between accidents,reasons and results,the accident processes by the theory of public administration,such as the risk management theory,safety management theory and the public goods theory,these theories provide theoretical basis for the specific details of the early warning system,especially the linkage mechanism.Meanwhile,the paper has chosen Loudi city as an example after doing lots of research on early warning system for other cities in China and the construction experience of different departments.After analyze the situation of Loudi city,the paper through the questionnaire survey knows the current situation of Loudi city's early emergency warning system and the expectation of the public,then to establish the index evaluation model by using fuzzy mathematics theory.Finally to show the expected performance,the analysis of causes and the suggestions.Through the summary of the article,Loudi city's public emergency early warning system contains three subsystems such as management organization and responsibility system,early warning release system and early warning guarantee system.It also proposes to strengthen the operation of the guarantee system from the aspects of public education,the establishment of legal mechanism,localized operation and the establishment of models,although the early warning system is dominated by the government,social forces are still an important channel that cannot be ignored.
