Along with the economical and social productivity development in China, thesocial structure is also deeply changing. The social relevancy and dependence areincreased and strengthened, which causes the human society more vulnerable. Thegovernment is facing more and more pressure coming from emergency incidents, suchas natural disasters, public and social security events and healthy events. So, how toimprove the ability and management about emergency incidents effectively is a veryimportant topic for governments around the world. As the second largest economyaround the world, the Chinese government is facing a variety of difficulties andchanllenges, such as SARS, the Wenchuan Earthquake, Wenan incident in Guizhouand Qidong incident in Jiangsu. So how to deal with emergency incidents is gainingincreasingly attention from the government.From the study of the practice and experience of emergency management ofgovernments around the world, how to make a highly effective and vibrant emergencymanaging system is the goal for the government. Linkage emergency management,means under the circumstances of emergency incidents, the government change from"passive emergency management" to "active prevention", by increasing thecooperation and communication between governments and organizations, and byintegrating the power of internet, media and non-government organizations. Thisarticle discusses mainly about the principles and methods about the linkageemergency management of the government through analyzing the advancedemergency management experience of foreign government.
