For the past few years, the pace of aging in Anhui Province was accelerating day by day, and social problems caused by aging was increasing. As one of the central provinces of China, the geographical position of Anhui Province was advantageous, and transportation was convenient. But compared with the neighboring Shandong, Jiangsu and other provinces, its economy was less developed. A series of measures in pension, compassion, assistance were carried out by local governments at all levels, which played a positive role in practice. Especially for the service for aged people in communities of some places, it provided a new idea for the service for aged people of China in age of New Normal.The pressure of reality of the aging of population and practical difficulties of "aging before getting rich" made the difficulty of service for aged people in cities was increasing day by day, the content of service for aged people was in urgent need of enriching, and new modes of working suitable for economic and social development should be constructed. This not only needed to rely on the government’s leading power, but also needed the extensive participation of all sectors of society. It still needed to continuously renew ideas, learn from good experiences, and try good practices, so as to gradually improve the service for aged people, and improve the quality of life for the aged people.Under the condition of less development in economy, most regions of Anhui Province took the lead into aging society, the development and strengthening of the service for aged people became an urgent matter. Through the investigation of the present situation of the service for aged people in SJ Community, Yaohai District, Hefei City, Anhui Province, the conditions of the development of service for aged people in urban community were understood and grasped. The analysis of the problems currently existing in the service for aged people in community were deeply carried out, for example, the implement of policies and funds were not in place; professional service-providers were in shortage; the requirements for the needs of the aged people with higher level can’t be met, and so on. And then through the analysis of the present situation of service for aged people in foreign countries, their experience was learned by China. Again, through the method of comparison, some good practices for the improvement of service for aged people in communities of China were summed up. For instance, the legislation of the service for aged people in community should be improved, and positive incentives should be established; sources of funds should be expanded; the topics of the service for aged people should be enriched; the requirements for the needs of the aged people with higher level could be met, and so on.As a general community of provincial capital, SJ community in Hefei has the characteristics of general urban communities as well as a certain representation. Exploring the situation that the service for aged people in community is developed in grass roots from a lot of points of view and one side, this paper sums up some countermeasures to improve the service for aged people in community, such as improving the laws and regulations of the service for aged people in community; increasing the investment in funds of service for aged people in community; enriching the content of the service for aged people in community; focusing on the social participation of the aged people in the community. Hoping these measures can be combined with the idea of active aging, so as to provide a new idea for improving the service for aged people in the community, as well as the living conditions of the aged people.
