Holding large-scale activities is playing a more and more important role in the development of cities. Accordingly, professional research on the organization and operation of cities in large-scale activities is on the rise. However, the large-scale activities industry in our country started later than abroad. Research on some relative problems, especially on management authority and the establishment of a mode suitable for large-scale activities, still falls short.This thesis integrated related research findings home and abroad, combined an analysis on a real case, compared the advantages and disadvantages of the management of government-oriented and market-oriented large-scale activities, and explored the possibility of establishing a management authority mode featuring multi-cooperation for large-scale activities as a quasi public product, so as to bring the strengths of all participants into full play, attract more attention, expand the influence of activities, promote city brands, and reduce fiscal expenditure and administrative cost.Meanwhile, with the benign interaction of multiple participants, more attention shall be paid to the dynamic management process of each major participant in large-scale activities featuring open, overall and systematic in order to realize management optimization and maximum benefits in the process of preparation, organization and follow-up use. The active application of this kind of cooperation in the whole open dynamic management process will provide necessary reference and guarantee for the healthy development of large-scale activities in various regions.This thesis is consisted of seven parts.The first part is introduction. This part explains the basis of this topic from the aspects of the significance, current status, and process of holding large-scale activities. Besides, the author refers to research home and abroad to form research method and theoretical foundation and construct research approach and framework of this thesis.The second part is analysis on the object of study. Based on the definitions of large-scale activities home and abroad, This thesis defines large-scale activities as a concentrative, periodical combination of behavior held by particular organizations (including governments, markets and non-government organizations) to achieve particular purposes (including economic development, tourism upgrading, branding, culture promotion, social attention, eco-friendliness, etc.) with costs of a certain scale, which attracts common attention and participation of all sectors of society and is created and shared by all.The third part analyzes government involvement in large-scale activities. The author believes large-scale activities have the characteristics of quasi public products, which makes government involvement necessary to a certain degree and gives it great advantages. However, problems will arise if government alone runs the whole activity such as unclear objective, insufficient competition, inefficient operation, etc.The forth part conducts a study on market participation in large-scale activities and analyzes the necessity of market participation. Nevertheless, market regulation alone without guidance and intervention of government will cause market allocation failure in large-scale activities.The fifth part analyzes on the role of the third sector in large-scale activities. Apart from government and corporation, the third sector can also play a key role in the success of large-scale activities based on correct orientation.The sixth part puts forward a management authority mode featuring multi-cooperation. It is necessary for large-scale activities, as a platform, to involve participation of government, corporation and the third sector. Due to the fact that each of the above participants has its own disadvantages, they should participate in a cooperative way.In the end, this thesis takes the Suzhou Taihu Lake Horticulture Exposition as a case study and brings forward the development trend of large-scale activities of this kind based on the analysis on its major management authority.
