Research On Governmental Behaviors In Coping Public Emergencies On Large-scale Event Of Quanzhou

Since the beginning of the 21 st century,there have been continuous outbreaks of emergencies with characteristics of great harm,wide impact,and many remaining problems.With the development of the national spiritual and material civilization,various large-scale events are frequently held,which greatly increases the probability of public cirsises.When public crisis breaks out,the government plays the role of overall command,controlling risks and handling emergencies rapidly,which has already become a must-do obligation of government.China has a large population,a large number of participating people will be gathered together when public events are held,the consequences will directly damage the personal and governmental rights and interests in the case of sudden emergencies.This thesis takes Quanzhou as the research object,uses “three-stage theory”(proposed by Robert Heath)of public crisis as a theoretical tool,focusing on the government's behaviors in large-scale event,and studies the current situation of large-scale activities in Quanzhou,analyzes the existing problems and the reasons behind them.At the same time,we selected the “Maritime Silk Road Bicycle Race” held by the city in the past two years as a case,focusing on the emergency handling and execution of the Quanzhou Municipal Government in the bicycle race,and adopting security strategies for large-scale activities at home and abroad such as Xiamen,Qinghai and Germany.Based on the experience,some measures are proposed that are suitable for the actual situation of the Quanzhou government and are conducive to improving the security capabilities.Finally,the countermeasures for large-scale events in Quanzhou based on the "three-stage theory" of public crisis and the actual situation in the local area were formed.It provides a good reference for the government to explore and enhance security capabilities,and has certain practical and theoretical value.
