The training of civil servants can not only improve the ability and quality of civil servants, but also can strengthen the ability of civil servants and improve the administrative efficiency. It is of great significance to make a deeper study so as to promote the civil service training work scientific, institutionalized and standardized construction, and the training of high-quality civil service team.At present, most of the researches and developments of civil servants training at home and abroad is mainly based on the training of civil servants’ general ability and comprehensive of theory. However, there is very lack of research for the characteristics of different sectors of the civil service training, in particular, to meet the requirements of civil service positions in the professional training and in-service training.Based on the perspective of management, this research regards the civil servant of A unit as research object, variety of analytical methods, such as theoretical analysis, statistical analysis, comparative analysis, investigation and analysis, are used. The issues of the civil servants training of the unit are studied comprehensively and systematically, specifically include: the present situation, main problems, causes of the problems, and the further improvement of the official training work of the A unit, as well as a series of problems, such as the further improvement, the targeted countermeasures and so on.Analysis of the current situation of civil servants to A unit shows that the main defects of examination and assessment of training needs research mechanism and incentive mechanism is not sound is the outstanding problem existing in the unit. The training programme was designed without sufficient pre-analysis, and the training content is mainly in accordance with the requirements of the national civil service training program, Public knowledge, general courses and theoretical basis, and other related. However, there is less training about the civil service positions work ability and industry management, especially lack of personalized learning content and courses. And eventually leading to training pertinence and actual effect is not obvious. In practical work, there are not good relationships between the level of training and job change, promotion and so on. The participation of civil servants training is listed as content, recorded in the annual assessment table, since 2015. Due to the constraints and evaluation mechanism is not perfect, leading to the enthusiasm of the civil service to participate in training is not high.Based on the research of the civil servant training abroad, shows that there has formed a relatively complete system in the civil service training, showing high standardization, institutionalization, including advanced training concept, a variety of curriculum design, clear training main body, mature evaluation and rich practical experience.Based on the above analysis, this paper puts forward the training needs investigation mechanism, perfect the training records and evaluation mechanism, implement classified training mode, strengthening the management of training resources construction and at the same time, strengthen the input of funds and teaching facilities, etc. suggestions for improvement. |
