Tax bureau is an important economic management and law enforcement department in China,which is responsible for raising financial revenue and adjusting economic distribution.With the deepening of the reform of the national fiscal and taxation system,the grassroots taxation work is facing unprecedented opportunities and challenges.The new situation and task require the taxation cadres to have higher comprehensive quality.How to make newly recruited civil servants master basic administrative skills,integrate into their roles as soon as possible,quickly improve their performance ability,adapt to the new working environment and be competent for their jobs,is the initial link to meet the needs of tax modernization and to build a contingent of high-quality tax officials,and it is also the key.Since tax bureau is a vertical administrative department,the annual recruitment plan for civil servants shall be compiled and organized by the provincial taxation bureau to carry out various work related to recruitment,and the initial training for newly recruited civil servants shall also be organized by the provincial taxation bureau and implemented by the provincial taxation cadre school.From the point of view of the trainees,the recruitment conditions,access rules,personnel sources,personnel quality more uniform;From the perspective of training organization system,it is unified planning,design and implementation.Therefore,in view of the convenience of data collection,the author took tax bureau of D city as an example to analyze and study the initial training of newly recruited civil servants in tax bureau of this province,reflecting the current situation of the initial training of civil servants in tax bureau of Guangdong province and even the whole country,and provided suggestions and countermeasures for its improvement and development.The paper mainly adopts questionnaire survey,interview survey and other research methods.The author conducted a questionnaire survey on all newly recruited civil servants in the tax bureau of D city,interview the head of the personnel section of the city and county tax bureau,and the person in charge of the department where the newly hired civil servant works.Therefore,to understand and grasp the status quo of initial training for civil servants in the tax bureau of D City,analyze the characteristics and deficiencies of the initial training work of D city tax bureau,and dig into the causes of the problem.On this basis,from the five processes of training management to be appointed to strengthen and improve the training present situation,put forward to conduct more in-depth and detailed requirements analysis,design of a more dynamic and diversified training,curriculum development for a more diverse,more complete perfect the execution of the system and the establishment of multi-dimensional multi-level training evaluation system and so on countermeasure,for D city tax bureau beginning the perfection of the training and development to provide advice.
