| The overall quality level of civil servants directly affects the quality and efficiency of government work.Therefore,the key task of the government is to conduct initial training for newly recruited civil servants,further develop the potential of these newly recruited civil servants,so that they can change their roles as soon as possible,adapt to job requirements,and have due knowledge and skills,Provide a strong driving force for the establishment of high-performance service-oriented government.At present,China’s civil servant training is developing towards institutionalization,scientization and standardization,and has achieved phased results.However,we should also be soberly aware that in the specific implementation of the initial training of civil servants,there are still many problems in understanding the concept,legal system and practical operation,and there is still much room for improvement.Taking Liuzhou City as an example,this paper first discusses the relevant concepts and theories of civil servant initial training,and then discusses the current situation of civil servant initial training in Liuzhou City,mainly including: training purpose and training requirements,curriculum design of initial training,training methods of initial training,organization and implementation of initial training,and effect assessment of initial training,Next,by means of questionnaires and interviews,this paper investigates the grass-roots civil servants who have passed the civil service recruitment examination in Liuzhou in recent years,obtains the objective data of the initial training management of Liuzhou civil servants,realizes a basic understanding of its actual operation,and roughly combs the current situation of the initial training management of Liuzhou grass-roots civil servants,It also analyzes the deep-seated reasons for the problems existing in the initial training,so as to ensure that the article has stronger directivity.In view of the existing problems,the corresponding countermeasures and suggestions are put forward.The research shows that there are the following problems in the initial training of grass-roots civil servants in Liuzhou: the training content is useless,impractical,the training method is single and boring,the training organization and implementation are unscientific,and the training evaluation is not in place.Based on the investigation,this paper further summarizes the reasons for the initial training of Liuzhou civil servants,mainly including insufficient understanding of the importance of the initial training of newly recruited civil servants,failure to form a corresponding training network for the initial training,lack of pertinence for the initial training of newly recruited civil servants,and lack of safeguard measures for the initial training of civil servants,Finally,it puts forward the countermeasures and suggestions for the initial training of Liuzhou civil servants.In terms of the initial training courses: improve the pertinence and practicability of the course content,and set up courses according to the needs of post ability.The method improvement of initial training: realize the diversification of training subjects and training methods,and the training organization and Implementation: set up a hierarchical training plan,integrate and optimize training organization resources,integrate and optimize lecturer resources,and allocate training time according to training forms.In terms of the improvement of the evaluation system,four evaluation dimensions are established: response evaluation,learning evaluation,behavior evaluation and result evaluation.Finally,it puts forward the guarantee measures for the implementation of the initial training of civil servants,including legalization,mechanism renewal and fund guarantee.I hope it can provide a useful reference for the healthy and orderly development of the initial training of grass-roots civil servants in Liuzhou. |
