Research Of Mechanism Of Micro-blog Anti-corruption From The Perspective Of Agenda Setting

Since 2011, anti-corruption on micro-blog has been a hot issue of the current China’s continued hot topics and significant cyber political phenomenon. Anti-corruption on micro-blog is a big breakthrough on good political environment after 20 years of development of political participation on Internet. A surprising number of netizens begin to participate and influence China’s politics and public policy as a major force. Internet has currently become an important way for Chinese citizens to express public opinion and participate in political life, and thus has changed traditional public policy process in China. Anti-corruption on micro-blog is an important part of China’s public participation in the network, and has produced a good social effect. This article focuses on the analysis of the relationship between the potential factors and the effect of micro-blog’s anti-corruption two variables, trying to answer the question is:what factors affect the effect of micro-blog’s anti-corruption? These factors in the current China is how to affect the effectiveness of the anti-corruption? This paper constructs the framework of research on the influence factors of micro-blog’s anti-corruption in the perspective of communication, in order to analyze the case of micro-blog in China.In the framework of this paper, the public’s ability to communicate and the government’s willingness to communicate together constitute the factors that affect the effectiveness of micro-blog’s anti-corruption. In this paper, the framework of the analysis framework is developed by referring to the "multi-source flow" agenda setting model. In this paper, the results show that, in particular, the public’s ability to communicate with the public in the network to participate in the rational way to express their views, there are real and effective, clear logic, the three levels of evidence. The government’s willingness to communicate with the government in the process of handling the case in response to whether the initiative, in a timely manner, that is, the response force.How influence factors play a role, from a macro perspective, according to the new public service theory, the role of the government is not in the control of society, but in helping citizens to express and realize their common interests. Public rational communication is the role of public participation in the transformation of the role of the embodiment of the public in an equal manner to express the interests of the demands, communication and consultation with the government, to find a way to solve the problem. Public communication ability and willingness to communicate with the government are the factors that influence whether the communication is smooth.Through multi case comparative study, this paper found that even in the case of weak government communication will be relatively weak, the public can also enhance the ability to communicate through the ability to seize the opportunity to achieve the effect of corruption. This indicates that rational political expression can bring substantial results, China’s authoritarian system also exists in elastic space, the mode of supervision by public opinion of micro blog is to play the effect of anti-corruption, through the perfect system, to improve the communication between the government and the public willingness to communicate and ditch, supplement the blank of the power of effective supervision, promote politics to modern development.
