Study On Government Micro-blog Response Of Public Opinions

In recent years,with the development of economy,Internet has been integrated into several aspects of people's life.For instance,Micro-blog,as the most active social platform,has gradually become a new channel for the public to participate in the discussion of politics events,and the government has deepened the communication with the public through the government micro-blog.However,due to the government's lack of awareness of dealing with public opinions and inappropriate methods in using government micro-blog,the government can not deal with public opinions effectively in some public events.Hence,the misuse of Micro-blog not only makes many rumors appeared,but also it destroys the credibility of the government.Therefore,in the context of the Chinese government,which is vigorously advocating'Internet plus government services' and information-open,it is significantly necessary for government micro-blog to deal with public opinions well.Based on the field of communication and political science,this thesis takes Tianjin '8·12' event as a case to research.First of all,through the analysis of the relevant literature,the author attempted to identify the theoretical support of the empirical analysis based on the‘spiral of silence'and 4R crisis management theory.Secondly,through the deeply researching of the case,the thesis summed up the general rules of the formation of public opinions,pointed out the characteristics of each stage in developing,and generalized the impact of public opinions.The author found that although the influence from 'gatekeeper' is not strong,the difficulty of monitoring public opinions and the distrusting from people to government make government hard to deal with public opinion,the government can still use many methods to solve the problems in the public opinion.The appropriate methods could also improves the level of government response.Including improve everyone's awareness of crisis about public opinions on micro-blog,build up public opinion monitoring mechanism,use of agenda setting and communications with opinion leaders.In these ways,government can relieve the negative emotions of the public,and maintain a healthy environment of network.
