With the deepening of the eighteenth big reforms, also in deepening step by step of t of today’s society people. Villages and towns (street) civil servants, as the most grass-roots staff of direct contact with the common people, directly in the face of the broad masses of the people, work in the first line, even is related to the stability of the grass-roots regime. "Service-oriented government" is indispensable to the implementation of the grassroots government civil servant’s job performance. So a scientific, reasonable and efficient civil service performance management of civil servant performance of ascension, the transition of the government function is crucial.At present, our country government performance management of civil servants at the grass-roots level is still very imperfect, to civil servants’ moral character, the performance, ability and so on various aspects are lack of scientific and systematic evaluation, qualitative quantitative analysis, the results of the performance management lack of openness, impartiality and fairness. Problems arising from the performance management of civil servants to government, the government has started to pay attention to, in this context, the government attempt to the reform of the civil servant’s performance management. By participating in the reform, the author analyzes the D city G district government problems that exist in the put forward the perfect city G D district government countermeasure of civil servant’s performance management.Discusses the full text is divided into six parts:the first part is introduction, introduces the research purpose of this article, the topics of significance, literature review and research ideas and methods. The second part is the theory of performance evaluation of basic level, this paper introduces the performance evaluation of some of the main concepts and basic theory and the relevant evaluation method. For the third part, D, a district civil servant performance appraisal adopting the form of questionnaire, a district in D city civil servant performance appraisal to carry on the overall analysis of the performance appraisal value, existing assessment content and assessment index, performance appraisal methods and application, the existing performance evaluation results, use four aspects such as evaluation and examination effect. The fourth part through the third part to analyze D the city district civil servant performance appraisal exist the following problems:the performance review process design is not reasonable, performance appraisal the effect not beautiful, evaluation index is not reasonable. The fifth part introduces a administrative zones in D city the improvement of the performance appraisal. According to the particularity of D, some portions of civil servants to improve and perfect the performance appraisal index, by perfecting the system of performance evaluation related to verify the application of the evaluation index system.The sixth was divided into conclusion, this thesis mainly reviews briefly.
