The developed countries of the West in the1970s, the rise of a "new public management" movement to break the traditional pattern of administration, the introduction of the private sector, market-oriented operation and management, and the emergence of a new type of effective government management tools----Government Performance Evaluation. It is in the evaluation of the government administrative capacity, and improve government efficiency, change the style of work of the government executives and to promote citizen participation and other aspects play an important role. They have been widely used in Western government reform. With the deepening of China’s administrative reform, especially in the important thinking of the "Three Represents" and implement the scientific concept of development "under the guidance of the theory, more and more experts and scholars to focus on government performance evaluation study, a large number of translation and study of Western performance management articles and books、the basic theory of the performance evaluation are summarized and combing. Are well prepared for the Chinese government to carry out performance evaluation. With the deepening of the reform of the Government to promote more should be strengthened to enhance the Government’s ability to govern and innovation management methods. Because of the late start of China’s Government Performance assessment work, many lack the theoretical and practical aspects, the use of most of the theory and practice derived from the successful experience of developed Western countries. But China is a socialist country, historical environment, system conditions and Western capitalist countries, there are huge differences, we have only combined with China’s actual conditions, build government performance evaluation system for the needs of the development of China’s administrative system, in order to improve the efficiency of local government administration and the level of public administration.Target responsibility assessment using the most widely used method of performance management of the different levels of government and departments. Fully Practice has proved, to carry out the target responsibility assessment work, is important to accelerate the transformation of government functions, and to foster a sense of social services, and promote social harmony and progress. But China’s local governments target responsibility evaluation system is not perfect, and still there are some flaws need more time to explore and practice. Municipal local governments in China’s administrative system has the special status of the nexus, therefore, the choice of the municipal local government performance assessment study has important theoretical and practical significance. The paper selects Xi’an goal of responsibility assessment Government Performance Evaluation concept defined for the study, the first round of new public management, government functions theory and objectives of management theory theory expounded, combing the western developed countries and China’s Government Performance assessment of research and practice; then details the the Xi’an target responsibility assessment "four in one" index system constitute a specific evaluation methods, analysis of the difficulties and problems that exist in Xi’an target responsibility assessment work, and finally, according to Xi’an the case may be, to make recommendations for the improvement of the target responsibility assessment work Countermeasures:emphasis on civic participation, to safeguard the information effective communication between the public and the Government; improve the assessment of the construction of the information management system, so that the target responsibility evaluation and the government more fair and transparent; emphasis on the objectives of the responsibility the application of the evaluation results, avoid appraisal mere formality.
