| 2016 is the beginning year of the "thirteenth Five-Year plan" and the crucial stage of building a well off society in an all-round way. The development of new urbanization are faced with both enormous opportunities and challenges. In the new situation,the construction of harmonious relationship between police and people is an important measure which can innovate social governance and achieve social harmony.In recent years,the new urbanization of Yingkou developed rapidly. The Seventh Session of the 11th of Yingkou Municipal proposed to accelerate the construction of the new urbanization, guide the industry gather to town, centralize to the garden area and encourage rural people flow to city. In 2013,Yingkou established a long-term plan of the new urbanization construction, and put forward the grand goal of urbanization construction which complete the "five-year plan" within three years. In 2015, the new urbanization construction work smoothly passed all kinds of assessments by the provincial government in Yingkou, the urbanization rate reached 64.18%. With the accelerating urbanization process, Yingkou also appeared a lot of inharmonious factors in the process of urbanization, the group petitions emerge in endlessly caused by factors such as the the resettlement compensation, environmental pollution.The relationship between the police and people is the important content of harmonious society in many complex social relations. In the new period, the grass-roots police officers’responsibilities are becoming more and more heavy in the construction of a harmonious society and also play a special vital role in it. Yingkou Public Security Bureau adopted some control measures in the fight against illegal and criminal,and building harmonious relationship between the police and people, including strengthening the control of monitored population, improving the system of household registration management, increasing of illegal crime crackdown at the grass-roots level, strengthening the training of police officers at the grass-roots level, improving the communication platform between the police and people and so on. However, with the continuous improvement of network environment and the floating population flows frequently provides a new crime soil for the illegal criminals, also make the grass-roots’ law enforcement environment become more complex. There are still disharmonious factors in the relationship between police and people. Based on the field investigation, the problems mainly include the household registration system is imperfect, police officers’overall quality waits for enhancing, the interaction between the police and people needs to strengthen, policing information is insufficient, the police shorts of capacities in public opinion monitoring and public emergency response, poor consciousness of public relations. This paper focuses on the existing problems in building a harmonious relationship between police and people under the background of urbanization in Yingkou, analyzes the reasons from the social factors, the government, the masses and the police themselves four aspeets.On the basis of in-depth study of their own problems,coordinates experience on the other parts of the country, analyzes existing gap in building a harmonious relationship between the police and people by comparison in Yingkou thus receive the next direction of work.The paper investigates the current situation of the relationship between police and people in Yingkou under the background of urbanization,carries on in-depth and systematic research on how to building relationship between police and people.The following are main research areas:1.Through the questionnaire survey way,in order to " build a harmonious relationship between police and people" as the subject, investigates the current situation of the relationship between police and people in Yingkou, by telephone solicits opinions,on-the-spot visits,questionnaires.The questionnaire research accomplished by the author, some colleagues and police works in Yingkou Public Security Organ which solicit advice by telephone interview for the concerned personnel at Prophets.In order to ensure the scientific of the sample data,respectively samples from fixed-point units in Yingkou municipal area,like Zhanqian district, Xisi district,Bayuquan district,Laobian district, and two county-level cities which is Dashiqiao and Gaizhou,in the region.The paper gives full consideration to the distinctions of different areas, different police classification and the different staff structure during the investigation.2. As for research method, this paper adopts the principles with multiple perspectives, complex, three-dimensional, to build first grade assessment index of the relationship, respectively from police and people. Each of the primary index subdivide into multiple secondary indexes, thus constructed the evaluation index system of the harmonious relationship scientifically. As far as the people are concerned, the paper analyzes in following aspects:satisfactory index, interactive index, suggested index. The police point of view sets index from the social factors, the government, the masses, the police themselves.3. The paper summarizes current situation of the relationship between police and people in Yingkou, concludes the existence question in building harmonious relationship between them and analyzes the reasons of the existence question by coding, sorting, analyzing questionnaires. Based on this, makes specific suggestions on how to build a harmonious relationship between police and people in Yingkou, including strengthening the construction of mechanism system, perfecting the management of registered population, strengthening the information disclosure of policing, strengthening enforcement power of the police at grass-roots level. It will effectively improve relationship between police and people which has great significance for the construction of a harmonious relationship between them if these measures could implement in practice. |
