Research On The Construction Of A Harmonious Police-civilian Relationship In Z City From The Perspective Of Community Policing

The harmonious relationship between the police and the people has always been a good vision pursued by the Party and the government,and is also a goal that the common people hope for.From the perspective of community policing,this paper makes an empirical study on the construction of harmonious community police-citizen relationship in Z city by applying the theory of Public Management,in order to provide theoretical basis for the construction of harmonious community police-citizen relationship in China,to provide some valuable opinions and suggestions for the construction of harmonious relationship between the police and the people in our community.This paper adopts the research methods of Literature Analysis,investigation and interview,inductive analysis,and uses the theory of government public relations,the theory of co-governance and the theory of service-oriented government to deconstruct the harmonious relationship between the police and the people,this paper attempts to analyze the three dimensions of the construction of the main body of the community harmonious relationship between the police and the people,the basic construction of the relationship between the police and the people,and the construction of the system,and takes these three dimensions as the main line,this paper discusses and studies the present situation and existing problems of community harmonious police-citizen relationship construction in Z city,and then puts forward some corresponding countermeasures and suggestions.This paper is divided into five parts,the first part of the introduction,introduced the background and significance of the study,combing the domestic and foreign harmonious relationship between the police and the community construction of the status quo,in order to provide a theoretical basis for this paper.The second part defines the related concepts and studies the theoretical basis,and defines the concepts of community policing,the construction of police-people relations,and the construction of harmonious police-people relations,and the use of government public relations theory,collaborative governance theory is analyzed to provide a theoretical basis for the paper.The third part introduces the status quo of community police-citizen relationship construction in Z city.The fourth part,through the analysis of the status quo,proposed Z city community police-people relationship building problems and reasons.This paper proposes that,there are some problems in the construction of community harmonious police-citizen relationship in Z city,such as the lack of service consciousness of some community police,the lack of depth of community police work,the lack of trust of community residents to community police,the low enthusiasm of community residents to participate inpublic security activities,etc..The fifth part provides the rationalization countermeasure and the suggestion for the Z city community harmonious police-citizen relations.This paper puts forward that the feasible ways of the construction of harmonious relationship between police and the people in the community of Z city mainly include strengthening the construction of the main body,improving the quality of the community police,enhancing the cooperative concept of the community residents and community workers,and the basic construction,to improve the level of guarantee for the construction of community police-people relations,consolidate the traditional basis of police-people communication,and explore the establishment of a new position for multi-dimensional communication on the Internet;Explore the establishment of a scientific employment mechanism,improve the supervision and assessment system of community policing,the establishment of a regular external publicity mechanism.
