| Compared with other vulnerable groups, people with disabilities are more difficulties to survive in community due to the restriction of physical and mental handicapped as well as economic status. To deal with this problem, not only the community should give special support to help them, the disabled also needs to achieve the goal of social participation and attainment through community. The community as a services platform has great significance in the life of disabled. However the existing research on this issue focus more on construction of service system, while little attention is paid on community service for disabled. So it is not only a lack of deep discussion in theoretical level, it also in shortage of abundant practical experience support. Based on empowerment theory, this thesis takes HuangShi city in Hubei Province as a case, making an investigation on it, and analyzing the existing problems and influencing factors, put forward some methods and suggestions on how disabled people can improve their lives and achieve the comprehensive development through community service.Through the investigation, the author finds that: firstly, rehabilitation infrastructure and organization construction are in incomplete, the development of community health service is an imbalance. The cost of medial rehabilitation therapy is too high;community special educational resources are scare, the vocational education and training is lack of pertinence, educational system is not inadequately enforced; unemployment difficulties, low employment rate, unsatisfied employment quality, unemployment employment policy; the construction of the barrier-free structures can not up to date, the weak social security, the atmosphere of participation in political activities is weak, the low level of participation in entertainment, culture, sport activities. Secondly, the community service for disabled is influenced by individual natural characteristic, social and economic characteristic, community environment characteristic. From the perspective of individual natural characteristic, the younger the age can lead to demand for more education, but also more chance for participation in community public activities, the better daily living the higher employment rate. From the perspective of social and economical characteristic, the participation of medical insurance can make disabled people more easily to accept medical treatment, the higher education degree and vocation education and training can help disabled more easily to find a job. From the perspective of community environment characteristics, a community rehabilitation center in community can make disabled more easily to receive medical treatment, the special education school in community can produce more educational demands for disabled, the wheelchair accessible in community can not only lead the demand for more education, but also make disabled people more likely to participation in public activities. According to this, this paper consider that the state of disabled community service play a crucial role in empowerment.Based on above conclusions, the author put forward four proposals from the perspective of empowerment: Firstly, set up an empowerment belief, create an equal dignity, equal value, equal rights, equal chance, and equal responsibility of all people. Secondly, the construction of community of services group should have been strengthened, enhancing the financial autonomy in community, integrating the community resources, improving the community service capabilities. Thirdly, constructing the diversified disabled community services network and public goods center, innovation the system which government can purchase the public services; Fourthly, interaction with outside world initiatively to accomplish the goal of continued empowerment, and achieve the empowerment in medical treatment, education, employment, social rehabilitation, and become the creator of social material wealth and spiritual wealth. |
