Research On Community Service For Disabled People In H Community Of Beijing

The disabled group living in the community is a large number of social vulnerable groups with obvious characteristics.The disabled are a very important part of the social civic group.They should be equal to the normal people in the enjoyment of their rights.However,due to the lack in physiological structure and body function,in this part of the group in the daily life and social activities,and transportation and employment etc.at a disadvantage,so it is important to provide the perfect community security service is,this is the necessary measures to safeguard and protect their rights and interests can be realized,a an important point is also the state and society to actively promote the work for the disabled.From the reality,we should grasp the difficulties and real needs of the disabled in the community,so that they can lead an equal life and participate in social integration.This paper takes Beijing H community as an example to carry on the research analysis,due to the community service work for the disabled started earlier,after accumulation and precipitation in practice gradually formed the advanced idea,in practice are more mature,can provide reference for the practice for other areas to carry out the work.This paper uses the theory of new public service,social participation theory,civil rights theory,hierarchy of needs theory as the theoretical foundation,the community and the disabled,community security service,the disabled community security service concept,using the methods of literature research,case analysis and questionnaire survey analysis.Through the investigation of the basic situation,the H community of disabled people in Beijing needs and in strengthening the protection of service measures taken by the research and analysis,found that the disabled community service are lack of targeted operation laws and regulations,the rights of persons with disabilities,lack of awareness of weak professional service team and the lack of specific issues service security settings,the lack of sufficient funds to support the protection,and the possible reasons for 11 analysis.Through learning from foreign developed countries and China's Hongkong region and the development of the disabled community security service for the disabled community security service experience,put forward to promote Beijing city H services to the disabled community security,including to strengthen the community for the disabled security service system,measures,training full-time disabled community work team,enhance the diversification of the community security service and guide the whole society to participate in the disabled community security work,trying to solve the existing problems,to enrich and improve the existing policy suggestions.Through a series of analysis and Countermeasures of Beijing city H community,and to put forward suggestions for the disabled community security service management implementation process and evaluation,so as to complement our existing disabled community security services,hoping to inspire the disabled community security service policy can be more effective to develop.
