The third plenary session of the 18 th central committee of the CPC put forward the aims of “perfecting the socialism with Chinese characteristics and promoting the modernization of the national governance system and capacity”. This is the newest knowledge of CPC to socialist modernization and social patterns, which also contains multiple levels of modernization strategies of socialist governance concept, system of the nation, governance capacity and so on. Since the reform and opening up in the 70’s, the international situation has changed dramatically, and so has the domestic economical society. The CPC itself has undergone profound changes, confronting unprecedented the global, national and party conditions. Only by continuously enhancing self-establishment and improving the leadership, can we cope with various challenges. In the background of modernization of national governance, how the ability of party masters and applies the power is and whether the method is scientific and reasonable relates the consolidation of party’s political authority and the efficiency and capacity of the whole state governance.The development path of China differs from the western countries, if comparing the differences of political system between China and the West. The western pluralist political system and parliamentary system do not work in China,while the CPC-led multi-party cooperation system accords with China’s conditions. The historic course of China’s modernization can’t be separated from the correct leadership of the CPC--the core power with strong image. Know then, the premise of our country’s modernization of governance is that the power belongs to the people. The CPC hold and lead the power, operate the system and process of the power on behalf of the people. The CPC is the leader, promoter and performer, playing the role of assuming and coordinating the whole situation.At present, the leading style and ruling style still exist many problems while some are extremely sharp. The leading style and ruling style of some local party committees are affected by patterns of party ruling everything in planned economic system, who unconsciously take charge in matters out of duty, capacity and quality.Secondly, party organizations used to communicate by file patterns like orders, talks, suggestions, notices, decisions and instructions and so on, ignoring the specification of laws and regulation on social behaviors. The author thinks, it is a must to improve the leading style of the party to promote the sound progress of the party. On one hand, we should improve the leadership of the party, dealing with the relationships between the party and the people, the government and the laws. On the other hand, strengthening the building of the party to a scientific political party.To strengthen the leadership of the party, the first thing is to enhance the democratic administration capacity of the party, improving the mass political participation; Secondly, separate the party from the administration, clear the relationship between the party and policy, deepen the reform of administrative system; Thirdly, improve the capacity of rule of law, rights in accordance with the laws and the laws decide the rights. Meanwhile, the scientific establishment of the party should concern closely the requirements of modernization, improving and strengthening the five aspects of thoughts, organizations, style, combating corruption and building a clear government and establishment of system, providing strong guarantee for realizing modernization of national governance system and capacity.
