| Since the 21st century, the disasters occur frequently all over the world. Earthquakes, hurricanes and floods create a huge threat to people’s health and safety, bring severe influence on government work. Although the government’s positive response to disaster relief bring positive effect to reduce the influence of disaster, the phenomenon of lacking in, wasting and costly emergency supplies expose the problem of unreasonable storage and supply way of emergency supplies in the emergency rescue system in our country.The birth of the framework agreement reserve brings positive impact to relief supplies and gradually plays a more and more important role. Supplier stores emergency supplies and they cannot meet the demand in the first time. Therefore, the government’s pre-quake reserves play an integral role. However, government cannot take too many pre-quake reserves because of the cost limit. In this case, the government and framework agreement suppliers reserve emergency supplies unitedly will be reasonable and effective. This paper considers the necessity of framework agreement reserve and government’s pre-quake reserve and pays close attention to coordinate the government and framework agreement suppliers to deal with disaster effectively.Firstly, I expound the main question of this article, sort out the domestic and foreign related research content, and summarize the research methods and mentality of this article. The second, I summary and generalize relevant knowledge involved in this paper. Then, I build a model to select the agreement supplier, determine its material reserves and the storage of aid agencies before disaster by using the scenario occurring probability on behalf of demand uncertainty. I use an example to demonstrate the effectiveness of the model. In addition, I verify the validity of the model by using an example and do sensitivity analysis on related parameters. At last, I summary my research conclusion of this paper and expect to provide reference for the government on emergency supplies reserves decision-making. |
