Study Of Tibet Emergency Supplies Support System Based On Urban Disaster Risk Assessment

In China, natural disasters occur frequently, especially in the western region. Due to special geological features and high-altitude environment there, all kinds of natural disasters occur more frequently than other provinces’in China. It is no doubt that the losses arising out of all kinds of disasters have been an important factor to adversely influence regional economic development. Tibet is located in the Southwest of Tibetan Plateau; the terrain is tilting from northwest to southeast, complex and varied. With the intensification of global climate change in recent years, all kinds of natural disasters occur more frequently at a larger scale. Different with the previous natural disasters, the types of disasters are being diversified. In addition, due to Tibet’s unique geographical environment, some secondary disasters, such as landslides, avalanches, mud-rock flow, barrier lake, occur frequently, after natural disasters, thus making great influence to Tibet’s economic and social development, as well as national prosperity.China has established supplies reserve depots at all levels, and reserved various emergency supplies, in response to all types of emergencies, especially natural disasters. After a disaster occurs, it is urgent and important to consider how to quickly mobilize emergency supplies and how to minimize casualties and property losses in emergency work. After a disaster occurs, the research on emergency supplies support has become a mainstream and social hot spot. Especially in Tibet, as sparse population, traffic inconvenience and other reasons, the rational distribution and fast scheduling of emergency resources are crucial and critical to emergency decisions; however, no scholars and expects have made corresponding theoretical research on such the issue.This thesis targets at the characteristics of all kinds of natural disasters in Tibet, and makes in-depth research on the possibility that local counties may suffer natural disasters at different intensity and possible consequences, establishes index system and evaluation model, on basis of the disaster risk assessment theory as well as risk assessment indicators and methods, in reference of domestic and international risk assessment index system. This thesis mainly assesses comprehensive risk of disasters in Tibet. The highly-risky towns and counties are screened out determined in accordance with comprehensive risk assessment analysis results across counties in Tibet. This thesis also allies the risk assessment results to construction of Tibet’s emergency supplies security system, studies emergency supplies support and coverage issues; and further proposes targeted suggestions and recommendations on planning and design of emergency supplies security system in Tibet’s towns and counties, as the innovative theories, which is not only significantly beneficial to establishing a more scientific, more systematic, more rationalized emergency supplies system, and also plays a demonstrative role in practices.
