| Land purchasing and reserving is an important reform in the history of China's land administration as well as an efficient method to keep or increase the land value by the government's monoplying the first stage market. By the analysis of the supply and demand factors, the paper sets forth preliminarily the orign and development of the land purchasing and reserving system. From the government's piont of view,the paper discusses the public goals of the sysytem. With Tianchang county's land purchasing and reserving as a typical case, the paper gives the characteristics and the shortcomings of the system from the aspect of the public administration. Meantime the paper gives a paradigm to perfect the regional land purchasing and reserving system on the county's level.The paper's idea is that the land purchasing and reserving system is essentially a public policy of the government on the administration of the land and especially the land market. Its goals are as follows, firstly to make up the failure of the land market and to increase its running efficiency; secondly to provide relevant public products. Due to failure of the government and the lack of interaction mechanism from the central government, the shortcomings of land purchasing and reserving are inevitable, which includes the evident drift of the goal and the nature of the mechanism, the arbitrarily enlarging the range of the land to be purchased and reserved as well as the legging behind of relevant law. Therefore ,in practice ,it can be perfected from the following five aspects. Firstly, strengthening the law construction of the system; Secondly, prescribing the range of the land to be purchased and reserved; Thirdly, regulating the profit distribution of the land purchasing; Forthly, standardizing the administration on the use right of the transfering land; Fifthly, strengthening the supervision from the local on the land purchasing and reserving, including perfecting the public hearing system and intensifying the supervision from the power organ. |
