The issuance of Civil Servant Law in 2005 determined civil servant engagement system legally. It made the clear specification on the applicable scope, engagement way, administrative measures and dispute solution mechanism. As an important personnel reform in our country, civil servant engagement system was piloted in Shenzhen, Shanghai, etc. later on. It made certain stage achievements as well as exposing certain problems in actual exploration. On the basis of absorbing the current theoretical achievement and practical experience, the paper tries to analyze the connotation and influence of civil servant engagement system, affirms the successful places during the implementation of engagement system, analyzes the currently existed problems by combing the actual situation and proposes related solutions through theoretical analysis in an attempt to exert certain enlightenment effect on the implementation of engagement system and promote the constant improvement of civil servant engagement system and development of civil servant personnel system.The paper firstly analyzes the background of engagement system and points out that civil servant engagement system is the important personnel reform direction in the administrative reform of our country. It has important significance on breaking through civil servant “iron bowl” and eliminating the malpractice of civil servant system. At the time of analyzing the features of engagement system, the paper combines Civil Servant Law to indicate the important significance and positive effect of its implementation. The paper further focuses on expounding the positive effect of civil servant engagement system in administrative reform of our country. It also analyzes the different problems occurring in the operation situation of each pilot region and explores the deep reason. For these problems about engagement system, Chapter 4 proposes the opinion and thinking and corresponding measures.All in all, the advantage of civil servant engagement system in institutional design cannot be ignored. It plays certain promotion role in the administrative reform of our country. While the produced related problems also need to be solved by each party jointly. The paper also hopes to provide reference for solving these problems.
