Under the system of"big government",comprehensive abilities of the leading cadres in government departments decide the speed and quality of a country and a region's economic and social development.Comprehensive abilities of young talents working in the Party and government departments decide the destiny of China and the great rejuvenation of Chinese nation in the future.President Xi Jinping pointed out that talent is the first resource.Therefore,whether the Party and the government recruit,use and develop the young talents or not concerns the overall situation about the development of the cause of socialism.Western countries separate politics and administration,dividing administrative officials into political officers and civil officers(government employees).However,in China,there is no difference between these two official positions.The great majority of senior officials are promoted step by step from grassroots,which is the advantage of the model of Chinese cadres and talents.Selected graduate is a traditional personnel system of reserve cadres with Chinese characteristics.From the middle of 1960s till now,it has experienced several ups and downs for more than 50 years.Since 2014,along with the restarting work of selected graduates launched by the Organization Department of the Central Committee of the CPC,provinces and cities have made responses one after another,which brings new vigor to the work of selected graduates and plays an important role in Chinese grassroots governance.However,it is undeniable that the work of selected graduates still has some problems.Some of the local governments only proceed from the short demand of solving the shortage of cadres and talents in grassroots without focusing on the problems from a strategic and long-term view.Generally,the number of studies on the work of selected graduates are few,while the studies still gained some achievements.However,the study prospective is always limited in the work of selected graduates or grassroots work,but not from the overall situation and strategic height.Therefore,it is necessary to carry out further in-depth study on the work of selected graduates,injecting new vigor and adding new meaning for this traditional cadre personnel system,which is exactly the purpose of this paper.First of all,this paper introduces the definition of selected graduate and relevant concepts,expounds the connections and differences between selected graduate and common civil servant,and analyzes the history of carrying out the work of selected graduate as well as the new situation of the targeted selection in high-level universities that appears in recent years.Then the paper summarizes the practical problems the current work of selected graduates is facing through a large number of materials,actual survey and full and accurate first-hand information.Finally,it provides specific and targeted countermeasures and suggestions.During the study process,this paper uses many methods such as literature study,theoretical study,statistical analysis,questionnaire method and depth interview.It also fully applies the theory of human resources in public sectors,drawing on civil servant system,enterprise management trainee system and career development theory of:western countries so as to discuss the working system of selected graduates from macroscopic view to microcosmic view,from theory to practice and from multi-angel and multi-dimension,and also to make reference for the organization departments,universities,selected graduates and the college students who are willing to devote themselves to grass-roots work.
