With the development of the New Public Management Movement,a series of governmental reforms are carried by governments worldwide since the 1980 of the 20 th century.Reforming the previous civil service system,implementing civil service appointment system is one of the reforms.After reform and penning,China also affected by this wave and puts forward to build an efficient and transparent service-oriented government.From 1993,some local governments in China begin to try a new system—civil servant appointment system and make the reformation exploration on it.According to summarize and evaluate realistically the experience of pilot areas or units in China,this thesis takes the civil servant appointment system as the study subject.Based on the real condition of it in Jilin province,Shenzhen and Pudong,the author objectively analyses the current civil servant appointment system is somewhat problematic in terms of its implementation.Meanwhile,based on the experiences of the developed countries,the author also put forward some targeted countermeasures to further improve our civil servant appointment system.This thesis is composed of six chapters.The first chapter is a brief introduction,and provides the research background and significance,content and methodology as well as the domestic and foreign research current situations.The second chapter of the thesis is devoted to the civil servant appointment system and tells the general concept about the civil servant appointment system.Coming next are its original background and related theories.In third chapter,the essay analyses the current condition of civil servant appointment system in Jilin province and Shenzhen,exploring the background,implementations and problems on enforcing the national public servant system.Chapter Four is devoted to a brief discussion of the civil servant appointment system in developed countries like America and Australia,and based on it summarizing their experiences could reference for us.Chapter Five analyzes the actual situations of the national civil servant appointment system and learns overseas experience,and the author will propose pertinent suggestions.The last chapter is a conclusion that summarizes the above exposition and put forward new thinking.
