Deputies to the National People’s Congress is an important part of our National People’s Congress system, which is generated by the democratic election, which represents the people’s exercise of state power. With the reform of the political system and the pace of the construction of socialist democracy in China, the people’s Congress plays a more and more important role in the national political life. But had to admit, because of a variety of different reasons, the NPC deputies in the performance of the functions of many problems still exist.First, this paper summarizes the people’s Congress system in carrying out their duties at all times the changes that have occurred and the results achieved, through horizontal comparison and analysis of the deputies to perform their duties of theoretical basis and responsibility. Describes the contents of the current NPC deputies to discharge their duties at the county level, mainly during the meeting and group work during the inter-session period.Secondly, the analysis of the current situation of our County deputies to perform their duties. By a county in Henan province people’s Congress system of duties issues survey and analysis of data, points out of county-level people’s Congress in carrying out their duties in a range of issues.Again, in view of these issues, this paper analyzes the reasons for this situation, such as imbalance in the proportion of county-level people’s Congress representative structure, individual qualities of the people’s Congress at county level should be improved, and imperfection of supervision mechanism of government functions led deputies to perform their duties at the county level are not active, protection mechanisms are not perfect local NPC deputies to discharge their duties the lack of power, and so on.Finally, we raised the issue for NPC deputies to discharge their duties at the county level of countermeasures.
