Research On Supervision Of The Performance Of Basic People’s Congress

With the development of socialist market economy,socialist democracy and the legal system has been advancing.Executing supervision of National People’s Congress plays an increasingly important role in our state and society.There exists many problems in supervision.In terms of main body’s supervision, a lot of citizens’ supervision over their roles without consciousness.Even aware of their subject positions, they do not have the initiative in the process of supervision.There are lack of legal procedures and institutions for people to allow in the process of supervision.Meanwhile the supervision of the people’s congress’ s ways are limited,such as asking and hearing.Citizens lack the power to supervise the congress. The supervision still stays on the procedural. The reasons for that conclude many kinds of aspects. For example citizens lack consciousness,systems and technology.Much of the confusion encountered in excellent Laiyang City People’s Congress election activities, the writer focus on the grass-roots deputies to perform their duties as well as citizens of the deputy to the people’s Congress supervision. This paper is divided into four chapters, the first chapter is mainly to give a research on the supervision of grassroots people’s Congress. Firstly, writer analyzes the characteristics of the concept of the supervision on the NPC performance, the supervision on the NPC connotation and so on. From the subject of supervision,object of supervision and performance of supervision,we can summarize the meaning of supervision of delegate of National People’s Congress.And through the supervision of National People’s Congress NPC deputies to perform their duties and supervision’s concept and practice in the political life, summing up the characteristic of supervision. Secondly, exploring the legal basis and institutional basis of grass-roots supervision. The idea of human rights and sovereignty is the legal basis of the civil supervision deputy to the National People’s Congress on people’s right, the people’s Congress system,political party system, the people’s democratic dictatorship and the laws andregulations are the basis of citizen’s supervision system of supervising NPC deputies.Finally, the deputy to the people’s Congress supervision of basic content and basic requirements. Contents include who is the supervision object, what is the supervision and how to supervise NPC. Corresponding to the research,we put forward a series of requirements. The second chapter of this paper is to through the questionnaire and interview, and literature conduct on the Supervision of Laiyang City People’s Congress and summary deputies of the universal law of supervision.Through the analysis of the basic people’s Congress of Laiyang city and other places,and the analysis of the causes of the reality,and the situation of the supervision by the NPC as well as the analysis of the cause of these conditions,we put forward the problems, the countermeasures to solve the corresponding in the supervision process: deepen the understanding, building the supervisory atmosphere; establishing laws; reforming the system and so on.
