Study On The Performance Appraisal Of Delegate Of National People’s Congress

Taking a case study on the Baotou Municipal People’s Congress, this paper comprehensively studies the performance assessment of NPC deputies. By virtue of a status analysis on NPC delegates’ performance appraisal, it summarizes the most common problems in current appraisal process. For instance, the object of assessment remains undefined; The one-sided content of assessment fails to reflect true conditions; The method of assessment is void of strictly regulated procedures; The result of assessment is improperly utilized. Moreover, it further probes into the hidden causes of the above-mentioned problems, thereby exploring how to improve the assessment and make NPC deputies better perform their duties as well. In particular, it proposes to establish an assessment committee, for the sake of clarifying the rights and responsibilities of all the people involved in the assessment, enhancing the overall quality of the representatives, and boosting their initiatives to participate in the assessment. Adducing the Competency-Selection method, it determines the specific content and selection rules so as to accurately assess the NPC deputies’ performance of their duties. Everyday assessment and annual assessment shall be combined to optimize the assessment procedures & methods and attach greater importance to the assessment results. It is essential to reinforce the performance assessment for NPC deputies in an all-round way.
