Modern social governance emphasizes multiple subjects, rule of law, and separation of powers and cooperative governance, which put forward the practical requirements: the ruling party should build the concept of organization, the ruling party to change the functions of the organization, the ruling party to be in power, the ruling party to improve the organizational system. The ruling party to strengthen the construction of the organization has a series of conditions: The ruling party has plenty of time and energy; the ruling party has a wealth of experience in power; the ruling party has the legitimate resources of the construction.In the process of modernization, the ruling party strengthens the organizational construction.
