The Party Building Led The Study Of The "two New" Organizations Participating In Social Governance

Strengthen social construction and social management has gradually been the country’s attention since the Fourth Plenary Session of the 16 th CPC Central Committee proposed to build socialism.The Third Plenary Session of the 18 th Central Committee made it clear that:“The overall goal of comprehensively deepening reform is that perfect and develop the socialist system with Chinese characteristics,and promote modernization of national governance system and governance capacity.” According to the characteristics of the development in China’s new era,the social management is being changed to the social governance at the same time.It needs to improve the way of social governance,to construct a new social governance model which dominated by the government and combined with governance of pluralism.It also promotes collaborative governance.Social governance is an important part of state governance.It is not only in line with the current development of Chinese society,but also in line with the requirements of the whole party and the people of all ethnic groups throughout the country in the new era.We should actively play the power of emerging main part in society,take Party committees and governments as the leading institutions,and Nonpublic economic organizations and enterprises as important components.With the continuous development of economic society,both New Economic Organization and New Social Organization(“Two-New” for short)have been developed rapidly and have become an important force for China’s economic and social development gradually.“Two-New” has become an important part of the party building in the new period.In the new situation at home and abroad,the Chinese Communist Party is based on the current basic situation of the developing society to put forward the major decisions of social governance according to the understanding and grasping of the law of development and point out such a target requirement: “Accelerate the formation of a scientific and effective social governance system to ensure that society is both dynamic and harmonious and orderly.”"Two-New" has already become new supports and important areas of economic and social development and become the important new position of party building under the new situation."Two-New" participating in social governance not only stimulates the enthusiasm of the individual or group of society,but also effectively prevents and resolves social contradictions according to public opinion.Social management is being changed to social intelligence.This phenomenon indicates the ruling concept of the party is switching from the government management to the governance by government from top to bottom with society from bottom to top.The single political mobilization and ideology is switching to integration of resources and coordination of interests."Two-New" works as an important field in the Construction of the Party ’s Grass-roots Organizations,plays an important role in social governance.This thesis takes "TwoNew" organization party building into the social governance system as a starting point to analyse its theoretical basis,realistic motivation,the development stage and characteristics.We analyse Shanghai Geotechnical Investigation & Design Institute Co.,Ltd,a transformation of enterprises,trying to explore the various problems.Our purpose is to study the participation way of “Two-New” governance in Shanghai.This thesis puts forward the relevant advice for countermeasures from two aspects: mechanism to improve the social governance system,and expansion of innovative means of the governance works.
