Research On The Environmental Adaptability Of Chinese Communist Party's Ruling Ability

The environmental adaptability of the ruling ability is a bridge between the theory and practice of "Party Construction",which is embodied in the interaction between the ruling ability and ruling environment of Communist Party of China(CPC)after the founding of New China.The founding of New China has made the CPC faced a new and complicated ruling environment.It is necessary to further improve the "Environmental Adaptability",which is also the requirement of the party construction to strengthen long-term governance capacity building.Over the past 40 years of reform and opening up,China's non-public economy has grown from small to large and from weak to strong.Labor-capital relationship is an important economic relationship that the CPC needs to deal with in the development of non-public economy.At present,it is undoubtedly an important method to strengthen the party's construction in the new era to summarize the rules from the CPC's governing practice of governing labor-capital relationship in the non-public economy.Through the longitudinal analysis of the CPC's labor-capital relationship policies in different stages from 1949 to 1956,this paper introduces the Kuomintang's labor-capital relationship governance policies for horizontal comparison.Moreover,this paper takes the Marxist theory as the guide,the interaction between the ruling ability of CPC and the ruling environment as the main line,and the policy governance of the labor relations of CPC from 1949 to 1956 as the analysis case,to analyze the development trend and historical logic of the environmental adaptability of the CPC's ruling ability.We intend to solve the following three problems in the article: What is the historical logic of the the labor-capital relationship policy governance of CPC? Is this policy choice effective to cope with the challenge from the ruling environment? If there is,what is the relationship between ruling environment and ruling ability?Through the analysis,we find that after the change of political environment from revolutionary environment to ruling environment,CPC also quickly adjusted its political ability from revolutionary ability to ruling ability,which jointly promoted CPC to take the "two benefits of labor and capital" as a national policy.CPC has placed the policy of labor-capital relationship governance in the political system of national economic,harmonious society and ideological within the party,which is effectively responded to the challenges from the internal and external governing environment.Comparing with the KMT's policy of governing labor-capital relationship,the policy of labor-capital relationship governance of the CPC is promoting national integration of social interests in the framework of the relationship between ruling environment and ruling ability,and becomes a tool for the CPC to express the political will of the ruling party and consolidate the legitimacy and effectiveness of the regime.It emphasizes not only the adaptability of the ruling ability to the ruling environment,but also the initiative of the ruling ability to the ruling environment,and concentrates on expressing the both “internal adaptation " and " external adaptation”,which is an essence of inevitable requirement that CPC strengthens long-term ruling capacity construction.
