The Regional Disparity And Efficiency Evaluation Of The Basic Public Services In The Yangtze River Economic Belt

The party’s eighteenth National People’s Congress sets an aim that is to generally achieve a strategic goal in 2020 which are related to completing the process of building a moderately well-off society in all aspects and equal access to basic public services. The guidance, issued by the State Council, to promote development of the Yangtze River economic belt by relying on the golden waterway, makes policy clear that helps to develop basic pension, basic medical care and other basic public services of the Yangtze River Economic Belt, which has a guiding significance for promoting the equalization of basic public services in the Yangtze River Economic Zone.At present, due to the difference in public financial conditions and design difference in the basic public service system among every provinces(municipalities) of the Yangtze River Economic Belt, resulting in differences in supply and output two aspects of basic public services among those provinces(municipalities). Therefore, analyzing the inter-regional gaps in basic public services, its input and output efficiency and its changing trends, then putting forward policy measures based on the analysis above are having an important practical significance to bridge the regional gap in basic public services and to achieve equalization of basic public services.This research first conducts a study to regional differences and regional efficiency differences of the Yangtze River economic belt through theoretical analysis, empirical analysis and countermeasures analysis. then, combining with the research of the basic public services and the availability of data, this research selects a set of index system which can reflect the basic public services of the provinces(cities) in the Yangtze River Economic Zone.After that, it measures disparity trends of compulsory education, public health and social security three aspects of the nine provinces and two municipalities by constructing the Theil index calculation model. then, measures respectively these static efficiency in compulsory education, public health and social security three aspects of the nine provinces and two municipalities,and the changing index of dynamic efficiency, and the effect of external factors on the static efficiency of basic public services.Finally, the conclusions based on an empirical analysis are as follows: there are big differences in the changing trend of input and output factors of basic public services among every provinces(municipalities) of the Yangtze River Economic Belt, so does the supply efficiency of basic public service and the difference of efficiency changing index. In addition, there are also big differences in the influence that the same external influence factors have on the different types of basic public services.Based on those conclusions, it gives some suggestions: speeding up the transformation of government evaluation mechanism and adjusting fiscal policy incentive orientation; optimizing the allocation of resources and enhancing the efficiency of the supply of basic public services; enlarging shift payment to central and eastern South of China; constructing the cooperative supply mechanism of basic public services among the Yangtze River Economic Belt,etc, which can reduce the regional disparity in basic public services.
