With the rapid development of our country's social economy,our country became a new era of socialism with Chinese characteristics.However,with the development of society many problems of imbalance and insufficiency arouse our concern.Among them,inequality in basic public services is an important factor in imbalance in social development factor.In recent years,the Chinese government has attached great importance to the construction of equalization of basic public services.The "Thirteenth Five-Year Plan" to promote the equalization of basic public services pointed out that the overall realization of equalization of basic public services in2020 is an integral part of a comprehensive well-off.President Xi's 19 th National Congress also proposed that the basic realization of equalization of basic public services is the development goal and basic task of the first phase from 2020 to the middle of this century.At this stage,our country's basic public services have insufficient supply,low quality,uneven allocation of basic public services in urban and rural areas,and horizontal inequality among provinces,cities,regions and regions.Based on a comprehensive understanding of the horizontal inequality of basic public services between regions in our country and the research purpose of proposing policy recommendations that are conducive to the equalization of basic public services,this paper measures and studies the horizontal inequality of basic public services between provinces,cities and regions in our country.According to research experience at home and abroad,the most basic means to achieve the equalization of basic public services is the equalization of the local government's basic public service financial input.The equalization of financial input enables local governments to provide services of equal scale,level,and quantity.Realize the equalization of basic public services.Therefore,this article mainly through a variety of methods to conduct empirical research on the horizontal inequality of our country's basic public services from the perspective of fiscal input.The main research contents are as follows: The first part mainly explains the background and significance of the research,relevant research results at home and abroad,and the research method ideas;the second part summarizes several core theories and methods in the research,mainly including the equalization of basic public services,Welfare economics,horizontal inequality,one-dimensional and multi-dimensional inequality measurement methods,these constitute the theoretical basis and main methods of this article.The third part is a description of the current situation of our country's central and local fiscal expenditures and basic public services between regions.The main data selected are the teacher-student ratio and the number of beds per 1,000 people from the statistical yearbooks and education yearbooks of each year.There are indicators such as coefficient of variation and range.The results show that in recent years,the output level of various basic public services in China has increased significantly,and the degree of inter-provincial inequality has declined,but the status quo of inter-provincial and inter-regional output inequality still exists;the fourth part is that the detailed empirical analysis of the horizontal inequality of basic public services,including inter-regional and inter-regional one-dimensional field calculations.It mainly selects the financial input data of five public service fields that are closely related to the people's livelihood in China's provinces and cities,and uses the weighted Gini coefficient.Weighted Theil Index,Weighted Atkinson Index and other methods for calculation and analysis.The results show that in the process of building basic public services,our country attaches great importance to basic education and medical care,while the equalization of culture,sports,and public safety has not been well promoted,which will hinder the overall level of equalization of basic public services in our country.Advancement.The calculation of the overall inequality of basic public services in multiple areas between regions mainly selects the financial input data and population data of provinces and cities,and uses the Tsui index and Multidimensional Gini coefficient with different weights to calculate the horizontal inequality of basic public services from the perspective of our country's financial input.The overall trend of changes from 2007 to 2019 is decreasing,but there has been a slight increase in the past two years.In addition,it also decomposes the multi-dimensional inequality measurement indicators to conclude that the current inequality of financial investment in culture,sports and public security has become an important part of the horizontal inequality of our country's basic public services.The contribution of the two is greater than 55%.In the work of horizontal inequality in public service financial investment,we should focus on reducing the horizontal inequality of financial investment in these two dimensions.Finally,a simple analysis of the reasons for the horizontal inequality in our country's basic public services is carried out,and it is found that it is mainly related to the uneven regional fiscal capacity,the unreasonable structure of fiscal expenditure,and the insufficiency of the transfer payment system.Therefore,starting from our country's current reality,based on the results and reasons analyzed in this article,combined with the theoretical basis of equalization of basic public services,it is proposed to speed up the economic development of backward areas,increase the scale and efficiency of our country's fiscal expenditure,and improve the structure of fiscal expenditure.our country's transfer payment system and clarification of the powers of governments at all levels have put forward effective policy recommendations,which are conducive to promoting the equalization of our country's basic public services,realizing the decision-making goals of the central government and governments at all levels,and also contributing to the promotion of social fairness and justice and the protection of society.Economic health,stability and balanced development are of great significance.
